Ms. Raye Elliott is a service-connected disabled veteran with an extensive background in federal, state & city government contracting venues as both a former senior contracting official and former technology/construction contractor.

Entrepreneurship Development

To spark economic development by starting new businesses, creating jobs, and contributing to improvement in various key goals such as GDP, exports, standard of living, skills development and community development.


The purpose of Technology Training  is to provide  increased knowledge and training of the technologies that impact our daily lives.


Generating energy that produces no greenhouse gas emissions from fossil fuels helps to reduce certain types of air pollution. An addition benefit to diversifying energy supply,  reduces  dependence on imported fuels.

FLIPP Inc is proud to announce we completed the renovation of our existing commercial property acquired in 2017, started our Photovoltaic Installation Training Classes in 2019 using our existing commercial space and in March 2022 we finished the  construction of our new structure which is the new venue that host the entrepreneurship training classes,  fiber optic training and solar panel installation trainings at our Dillwyn, VA and our Petersburg, VA building locations.
